1. BACKGROUND

The 6th World Congress in Rural and Agricultural Finance aims at bringing APRACA, AFRACA, ALIDE, CICA and NENARACA member institutions and all interested development sector partners together to discuss the topics that define the future of the flow of finance to the rural and agricultural sector and to bring a powerful message to the worldwide policymaking community. The congress features global speakers and panelists from the members of regional/global associations as well as experts from the development sector around the world. It offers the attendees insights during high-impact panel discussions. The 6th World Congress on Rural and Agricultural finance is an excellent opportunity to create and strengthen business relationships and to promote the products and services offered by leaders in the sector to an international audience of financial sector and policy makers.

2. Host of the Congress

The 6th World Congress will be held in New Delhi during 12-13 November 2019 is being co-hosted by the National Bank for Agriculture and Rural Development (NABARD), India and the Asia-Pacific Rural and Agricultural Credit Association (APRACA) and supported by the Ministry of Agriculture, Cooperation & Farmers Welfare, Government of India. It is being organized in collaboration with four other global and regional Associations: (a) Confédération Internationale du Crédit Agricole (CICA); (b) African Rural and Agricultural Credit Association (AFRACA); (c) Latin American Association of Development Financial Institutions (ALIDE), and (d) Near East–North Africa Regional Agricultural Credit Association (NENARACA).

4. Themes and Objectives

The theme of the 6th World Congress has been carefully chosen as ‘Rural and Agricultural Finance: Critical Input to Achieve Inclusive and Sustainable Development’. The overarching objectives the congress is to combat poverty, inequality and respond to the threats of climate change by 2030 with the active support from financial sector and policy makers to reach out where it is urgently needed. The specific objective of the congress is to take stocks on the global approach to rural and agricultural finance which is considered as the critical input for achieving inclusive and sustainable development across the sector. The congress provides a global platform worthy to debate and share core and complimentary competencies of the financial sector on delivering finance to achieve equitable growth and development across the region and bring in the innovations and promotes international and interregional cooperation. The sub-themes of the Business sessions are provided in the draft programme schedule (Annexure).

5. Visas

​APRACA and NABARD will not be responsible of any administrative procedures regarding visas.  We advise you to get in touch with the Indian embassy/consulate of your country/region to know about the formalities. However, in case required, NABARD and APRACA will provide invitation letter to the confirmed foreign participants attending the 6th World Congress to those who will clearly mentioned about the requirement at the time of registration. Please keep in mind a certain delay might be necessary to get your documents in order, we recommend you to start with this process as soon as you register to the 6th World Congress.

6. About New Delhi

New Delhi is the capital city of India and also the largest commercial hub located in Northern India.  The inhabitants of the city (population of 16.8 million) generally speaks Hindi for the most part. English is a formal communication language when it comes to business or government institutes. New Delhi became a cosmopolitan city since long due to the multi-ethnic and multi-cultural presence of the vast Indian bureaucracy and political system. The city is already among the world’s fastest changing cities, with an ability to embrace technological change, and deal with rapid population growth while strengthening global connectivity.

7. Health and Travel Insurance

All delegates are advised to arrange for their own medical and travel insurance coverage, prior to their trip to India. We recommend to get in touch with the Indian embassy/consulate in your country/region in order to know which vaccines are required and recommended Those coming from or passing through Yellow Fever infected areas required to be in possession of a valid certificate of vaccination against Yellow Fever before arriving in India. ​

8. Languages in the World Congress

English language will be used in general for all communications and as medium of presentation in the forum, which refers to all background materials for discussions. However, the 6th World Congress organizers will arrange for engagement of professional translators for simultaneous translations in French, Spanish and Chinese languages.

10. Airport Reception and Send-Off

Delegates shall cover their respective travel to and from New Delhi. Regarding reception at the airport please see the followings for your kind guidance:

  • Ample numbers of taxis are easily available at the airport for reaching the hotels. The delegates may book the taxis at the booking counters of MERU and MEGA CABS, at the international arrival gates at the airport; The travel time may be around 45 minutes to one hour and the trip may cost around US$10 – US$12. For further assistance with regard to distance, directions etc., the delegates may contact NABARD and APRACA as per the contact list.
  • In case a group of foreign delegates (3 or more) are arriving from the same Institutions and on the same flight, suitable pick up arrangements can be made by World Congress committee at the New Delhi International airport (Terminal T3) to drop them at the booked hotel. For drop off to the airport on their departure, the delegates are advised to organize their own arrangements in consultation with the respective hotels and the and the World Congress Secretariat.

It is strongly advised that the delegates would like to avail the pick-up services need to provide the flight details to the World Congress Secretariat on or before 05 October 2019 for smooth arrangements.

11. Registration

The foreign delegates need to register on-line which will be available from 30 July 2019 and will remain open till 30 September 2019. We request all intended delegates to visit the APRACA website (www.apraca.org), website of 6th World Congress (Click here), other partner websites for registration. All the details as per the format along with the e-copy of the passport need to be uploaded. The registration will not be completed without the required information and documents. On the spot registration is discouraged, however, in case of exigencies, the registration counter will be opened on 11 November 2019 during 13.00–20:00 hrs. at the Taj Palace Hotel. For the Indian delegates, the registration counter will be opened on 12 November 2019 during 07.30-09.00 hrs. at the Taj Palace Hotel (Venue of 6th World Congress).

12. Participation Fee

The customary participation fee for the foreign delegates has been fixed at USD500.00 (US Dollar Five hundred only) per person which shall be either paid on-line or shall be collected by the respective Associations to help defray the administrative expenses for organizing 6th World Congress. In case of exigencies, on-spot registration fee payment in cash will be available at the registration desk.

13. Meals during the conference

The organizers of the World Congress will cover the followings:

  • Lunch and snacks during all the two days of the event
    (12-13 November 2019);
  • 2 official dinners during 11 and 12 November 2019;
    • Dinner on 11 November 2019

Note:  We will notify well in advance in case there is any changes in dinner venue

14. Field trip

The field trip to visit Agribusiness initiatives of NABARD and the Taj Mahal in Agra will be organized by NABARD on 14 November 2019 on payment basis. The delegates interested to join are requested to check the Registration form and confirm participation in the field trip and pay a fee of USD100.00 per person which includes transportation, entry tickets, water, food etc.

15. Registration Deadline

Delegates are requested to complete the process of on-line registration and submit all required documents on or before 30 September 2019 for smooth processing of logistical arrangements and visa facilitation.

16. Identification

All delegates will be issued with a personal identification badge, which must be used at all times for their identity.

17. Programme details

Detailed programme schedules for the 6th World Congress has been provided separately. Programme regarding field trip to Taj Mahal will be provided after 30 September 2019 based on the number of registrations.
