Bhutan Validates Policy and Regulatory Analysis to Strengthen Inclusive Climate Finance on 15 September 2026

The Asia-Pacific Rural and Agricultural Credit Association (APRACA) and the Stockholm Environment Institute (SEI), in collaboration with the Department of Macro-Fiscal and Development Finance (DMDF), Ministry of Finance, Royal Government of Bhutan, convened a Validation Workshop on the Policy and Regulatory Analysis for Inclusive Climate Finance in Bhutan on 15 September 2026 in Thimphu.

The workshop was organized under Work Package 1 (WP1) of the Inclusive Climate Finance for Vulnerable Communities in Asia-Pacific (ICCAP) Project, funded by the International Climate Initiative (IKI). It brought together representatives from government institutions, financial institutions and regulators, development partners, civil society organizations, and other stakeholders to review and validate the findings of the policy and regulatory analysis.

Opening the workshop, Dr. Prasun Kumar Das, Secretary General of APRACA, emphasized the importance of strengthening the enabling environment for inclusive climate finance and ensuring that climate finance responds effectively to the needs of vulnerable communities.

Mr. Namgyel Dorjee, Officiating Director General in the Department of Macro-Fiscal and Development Finance at the Ministry of Finance, delivered a keynote address, in which he emphasized Bhutan’s ongoing efforts to advance sustainable and green finance. He also underscored the crucial role the ICCAP project plays in fostering an enabling environment for inclusive climate finance in Bhutan.

The technical session presented the key findings, including the existing policy and regulatory landscape, institutional arrangements, good practices, and draft recommendations. This was followed by a high-level stakeholder dialogue and three facilitated group discussions, allowing participants to examine the findings from different institutional perspectives and rovide inputs for further refinement.

 

 

 
 
 

  In the closing remarks, Dr. Das underscored the importance of maintaining momentum beyond the workshop and translating the agreed directions into practical follow-up actions. The Bhutan workshop represents an important milestone in ICCAP’s country-level policy engagement, supporting efforts to create a stronger and more inclusive enabling environment for climate finance.
