The Asia-Pacific Rural and Agricultural Credit Association (APRACA) participated in the Civil Society Policy Forum (CSPF) session titled “Does Climate Finance Reach the Vulnerable? Measuring Adaptation Outcomes in Asia-Pacific” on 16 October 2026, held in conjunction with the 2026 Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group in Bangkok, Thailand.

Dr. Prasun Kumar Das, Secretary-General of APRACA, together with Mr. Kinzang, ICCAP Project Manager, and an APRACA Secretariat officer, attended the event, which focused on improving access to climate adaptation finance for vulnerable communities across Asia and the Pacific.
The session highlighted the importance of ensuring that climate adaptation finance reaches communities most exposed to climate risks and delivers meaningful resilience outcomes. These communities include smallholder farmers, rural households, low-income women, Indigenous Peoples, persons with disabilities and other underserved groups that often face barriers to accessing appropriate and affordable financial services.
Key issues addressed in the session included improving access to climate adaptation finance, strengthening local financial delivery systems, developing inclusive and affordable financial products, and ensuring that financing mechanisms do not place excessive debt burdens or climate-related risks on vulnerable households.

The event also highlighted the importance of collaboration among policymakers, financial institutions, development partners and civil society organizations in building inclusive climate finance systems that respond to the needs of vulnerable communities and support their capacity to prepare for, cope with and recover from climate-related shocks.
The session was relevant to APRACA’s regional work, including the Inclusive Climate Finance for Vulnerable Communities in Asia-Pacific (ICCAP) initiative, which focuses on advancing inclusive climate finance for vulnerable communities across the region.
APRACA, as a co-organizer of the event, reflects its continued engagement in regional initiatives and policy dialogues related to financial inclusion, climate adaptation and rural resilience. Through its work with member institutions and development partners, APRACA continues to support efforts to strengthen access to appropriate financial services and promote climate resilience among rural and agricultural communities across Asia and the Pacific.
